Here is the current reality, and it trips people up: the new town does not issue building permits yet. Under the transition agreement, Pinal County Building Safety still processes them through the end of 2026, from its Florence office at 85 N. Florence Street, with applications submitted online through the county's Citizen Access portal. The county's rule of thumb matches the region's: cosmetic finish work generally needs no permit, while relocated plumbing, new circuits, and structural changes do, and like-for-like water heater swaps are exempt.
The new step since mid-2026: addresses inside town limits first need a zoning clearance from the Town of San Tan Valley before the county will process the building permit, and the town is expected to take over permitting entirely sometime after the start of 2027. It is exactly the kind of moving-target paperwork a local contractor should carry for you, and we do, both steps, as part of the job.
San Tan Valley's water comes from EPCOR, which took over the old Johnson Utilities system in 2021, and EPCOR's own water quality report puts hardness here at 15 to 18 grains per gallon, deep in the very hard bracket, with the report stating plainly that the utility does not treat for hardness. Managing scale is on the homeowner. The same report shows elevated sodium and nitrate levels in parts of the system, which is why softener and reverse-osmosis installs are so common here.
For a bathroom that means two things. Fixtures and glass should be specced for scale from day one, because bargain valves lose that fight early. And the remodel is the natural, cheap moment to rough in a softener loop or RO line while the plumbing is open, instead of paying for a standalone plumbing project later.
Johnson Ranch was this area's first big community, building from the late 1990s through the 2000s, and San Tan Heights, Copper Basin, Pecan Creek, and Skyline Ranch followed through the boom. Production builders finished those bathrooms to a price point, and at the twenty-year mark the pattern repeats house to house: worn cartridge valves, tired cultured-marble vanities, fans that never cleared the mirror, tubs nobody uses. A remodel here is less about style and more about finally installing the quality the house skipped.
One local note on approvals: the big communities run active HOAs, Johnson Ranch reviews home modifications formally, but interior bathroom work does not need association sign-off. Where a project reaches anything exterior-visible, we time the HOA step ahead of the permit. Market pricing is the Phoenix-area range: typical projects $7,000 to $18,000, primary suites $15,000 to $35,000, tub-to-shower conversions about $3,500 to $15,000 nationally.
